(2005) – Steven O. App is the Deputy to the Chairman and Chief Financial Officer (CFO) at the Federal Deposit Insurance Corporation (FDIC), serving in this position since July 2002. He brings more than 28 years of Federal Government and private sector experience in banking, insurance, and financial management to this position. As the CFO, Mr. App is a key member of the leadership team at the FDIC, ensuring the integrity of the insurance funds; while improving financial management, reporting and systems.

Prior to joining the FDIC, Mr. App was the Deputy CFO at the Department of the Treasury from 1996 to 2002, leading the department to its first unqualified audit opinion in Fiscal Year (FY) 2000, with the successful deployment of an award winning Corporate Financial Data Warehouse. From 1992 until 1996, he served as the first statutory Deputy CFO at the Department of Housing and Urban Development (HUD), the Federal Government’s largest credit agency playing a key role in the development of the initial strategic decisions to improve financial management in the previously scandal-plagued agency.

Mr. App also worked in the private sector from 1989 until 1992, as a partner at Risk Concepts, Ltd., an international consulting firm working for Lloyd’s of London and other major blanket bond/D&O insurers. From 1997 to 1989, Mr. App advanced to the level of Manager with the Federal Reserve System responsible for the cost-effective delivery of financial services/payment products to the banking community.

Mr. App holds degrees from the University of Maryland with a B.S. in Business Administration and an M.B.A. in Finance. He is also a graduate of the American Bankers Association’s Stonier Graduate School of Banking, a Certified Government Financial Manager (CGFM) and has completed all the course work/field exams for a Ph.D. in Economics from George Mason University.

Mr. App currently resides in Alexandria, Virginia with his wife Linda Hoogeveen App and their two sons.
